Makes coordinated care organizations public bodies for purposes of Oregon Tort Claims Act. Makes technical and conforming amendments. Declares emergency, effective on passage.

HB 4164

  • Requires Oregon Health Insurance Exchange Corporation to establish and deposit moneys into accounts in federally insured depositories. Removes requirement but still permits excess moneys
    collected by corporation from insurers and state programs to be held and invested to offset future net losses. Prescribes investments to be made with excess charges that are held and invested.
    Authorizes corporation to borrow money and give guarantees under specified conditions. Specifies applicable provisions of public contracting code. Authorizes board of directors or
    executive director of corporation to contract with carriers to develop innovative health benefit  plans for employees of corporation if plans are approved by Director of Department of Consumer
    and Business Services. Exempts such plans from Insurance Code requirements for small employer health benefit plans. Provides legislative approval of corporation business plan for health
    insurance exchange by repealing provisions of law enacted to require legislative approval. Makes technical corrections. Declares emergency, effective on passage.

    services to children and youth in manner that supports academic success and reduces criminal involvement. Establishes goals and timelines for Youth Development Council to complete specified
    projects. Abolishes Juvenile Crime Prevention Advisory Committee. Transfers functions of committee to Youth Development Council. Abolishes State Commission on Children and
    Families. Transfers functions of commission to Early Learning Council and Youth Development Council. Abolishes local commissions on children and families. Abolishes Commission for Child
    Care. Transfers functions to Early Learning Council. Declares emergency, effective on passage.

  • Makes coordinated care organizations local public bodies under Oregon Tort Claims Act for purposes of tort claims arising out of health services that are paid for by Oregon Health Authority.
    Requires organizations to impose assessments on contracting health care providers for costs associated with defending and indemnifying claims for personal injury or death made against
    organizations, or contracting health care providers, based on health services paid for by Oregon Health Authority. Declares emergency, effective on passage.
